Pat Foley

President/Owner

Pat has been part of the team at Barton Foley Insurance since 2012. With more than 25 years of experience in property and casualty and life insurance, he previously held a position with Grange Insurance as a District Sales Manager.

He received the prestigious Certified Insurance Counselor (CIC) in 2002 and remains committed to furthering his knowledge of insurance. Pat is also dedicated to building customer relationships based on trust and personal service, the founding principles of the Simpkins-Foley Insurance agency.

Pat graduated from Otterbein University, and currently lives in his hometown of Waynesville with his wife Kendra and their three children. He is currently serving his second term as a Wayne Township Trustee, where he is a Board President.

Steve Simpkins

Founder Agent - Retired

As the founder of Simpkins-Foley Insurance Agency in 1972, Steve Simpkins is known throughout the Springboro area as a leader in providing personal and commercial insurance. The team at Barton Foley Insurance provides customer service that's second to none by following his work ethic and providing the most affordable insurance policies available. 

Steve's dedication has allowed him to be recognized as one of the only insurance agents in the county to be a three-time recipient of the FW Hurt Quality Agency Award from Erie Insurance. 

Active in both the Chamber of Commerce and the Rotary Club, Steve takes pride in his community involvement. He has also been an elected official on the Carlisle School Board for 14 years.

Billie Kercher, CISR

Customer Service Manager/Agent

Billie has been with Simpkins Foley Insurance Associates since 1998 and has over 25 years of insurance experience. In October 2001 she earned the Certified Insurance Service Representation Designation and is dedicated to constantly improving her insurance knowledge. She demonstrates commitment to professionalism and dedication to superior customer service by helping people understand their insurance needs.

Billie is a life long Franklin resident and graduate of the local High School. She enjoys spending time with her husband Bill and their two children and grandson. Billie is an avid basketball fan and loves to travel. 

Todd Rice

Commercial/Personal Lines Agent

Since 2013, Todd has been a member of the Barton-Foley Insurance team as a licensed agent with more than 25 years of experience in the Mortgage Lending and Insurance industry. This extensive experience allows him to provide the most competitive policies available.

Todd is focused on client education and personal relationships, which helps you to make informed decisions regarding your insurance coverage and allows you to completely understand your policies. 

Todd has 3 children and resides in Waynesville with his wife Jennifer. He is an active member of the Chamber of Commerce and very involved with local schools and community charity programs.

Andrea Varabkanich

Operations Manager/Agent

Andrea joined Foley Insurance Group in 2022 after spending many decades in the insurance industry. She’s held roles on both the company and agency sides of the business and was a second-generation agency owner of Cannarozzi Insurance Agency in Moraine. 

Andrea’s understanding of the insurance industry and her ability to analyze insurance contracts make her a valuable addition to the agency. She sells personal, small commercial, and life insurance and enjoys insuring special events and assisting clients and attorneys with their executor bond needs. 

Andrea is a graduate of Miami University and a lifelong Daytonian. In her spare time, she enjoys traveling with her husband Joe, and entertaining family and friends.

Greg Brogan

Personal Lines Agent

Greg has been a member of the Barton Foley Insurance team since late 2017. He has more than 39 years of experience in banking, salvage auto claims, property, casualty, and life insurance. 

He credits his business success to his integrity, professionalism, and character, principles on which he has built significant, long-term relationships with his clients.

Greg was born and raised in the Carlisle/Franklin area and currently resides in Franklin.

Chonda Swanton

Personal Lines Agent

Chonda joined Simpkins Foley Insurance Associates in 2001 and has built a strong career as a licensed insurance agent with 24 years of industry experience. She is known for her dedication to providing personalized service and for developing long-term relationships with her clients. Chonda works closely with customers to review, manage, and update all aspects of their insurance policies, ensuring they are properly protected as their needs change over time.



Her attention to detail, reliability, and commitment to customer care have made her a trusted resource for both individuals and families. Outside of work, Chonda values quality time with her family. She enjoys spending time with her husband, Jeff, her three children, and her 7 grandchildren, who are a constant source of joy and inspiration

Kelley Purkey

Personal Lines Agent

Kelley joined Simpkins Foley Insurance Associates in November of 2021. Prior to Simpkins Foley Kelley worked for Wayne Local Schools for 18 years while raising her 3 daughters. During her tenure at Wayne Local Schools, she wore many hats with her two favorites being Elementary Secretary and the High School Volleyball Coach for 12 of those 18 years. 

Kelley has three daughters and is a grandmother to two: a grandson and a granddaughter. She transitioned into the insurance to further develop her business background while continuing to help others. Kelley has a passion for being a team player and is eager to grow in every aspect of the insurance industry. In Kelley’s spare time you’ll find her enjoying time with her growing family and being in the sunshine.

Leslie Schock

Personal Lines Agent

Leslie joined the Barton Foley family in January 2022. Prior to joining the agency, Leslie spent 23 years with the Cannarozzi Insurance Agency. What she likes best about being an insurance agent is working one-on-one with clients, and she strives to provide excellent customer service. Leslie has a strong attention to detail that is invaluable in servicing our clients’ needs.

Leslie graduated from Kettering Fairmont High School and is a long-time resident of West Carrollton. In her free time, Leslie enjoys working out, spending time with family and friends, and traveling.

Audrey Cox

Personal Lines Agent

Audrey has been in the Insurance Industry since November 2020. She has been Licensed in Property and Casualty Insurance since June 2021. Audrey is very attentive to detail and to each client’s individual needs. Client customer service is an area that Audrey excels in and enjoys the opportunity to further develop customer relationships.

With 28 years of Administrative Office experience, including Title/Mortgage Industry, she has a vast variety of knowledge that relates to the Insurance field. Audrey is married, with 3 kids and 5 grandchildren. In her personal time, she loves attending her local church and spending time with family & friends.

Michelle Griffen

Personal Lines Agent

Michelle joined Barton Foley Insurance in February 2023.

She has over 44 years of experience as a licensed insurance agent. She is dedicated to providing great customer service and helping clients.

Michelle is a lifelong resident of Springboro where she enjoys walks with her husband and boxer (Jewell).

Bryan Achtermann

Commercial/Farm Agent

Bryan joined the Barton Foley Insurance team in 2017, bringing 13 years of experience in law enforcement. In addition to his insurance expertise, Bryan has hands-on knowledge of agricultural operations through his own farming experience in Clinton County, where he raises row crops, hay, and show pigs.

Bryan is passionate about helping clients understand the importance of agricultural and commercial insurance and works closely with them to protect their livelihoods and most valuable assets.



He lives outside of Wilmington with his wife and two children.

Dave Schuh

Commercial Lines Agent

Dave joined the Foley Insurance Group team in 2024 after graduating from The Ohio State University, where he received a degree in Business Administration with a specialization in Economics.

With a steadfast commitment to communication and client education, Dave ensures that your insurance needs are not just met, but truly understood.

Outside of the Office, Dave enjoys spending time with his family and working on the farm.

Anna Hayes

Personal Lines Agent

Anna joined The Foley Insurance Group team in March of 2025 as part of our customer care team and quickly earned her Property and Casualty license. She assists clients with their policy and billing questions and changes, providing friendly and reliable support as a licensed agent.

Anna holds a Marketing degree from the University of Cincinnati and has begun bringing creative ideas to life while supporting the agency’s marketing and community outreach efforts.

Outside of the office, Anna runs her own spray tan and jewelry businesses. She enjoys going to country concerts, traveling, and being with friends and family.
